One could hardly blame the supermarket for the carlessness of people using and abusing supermarket trolleys.

Some scanger periodically abandons a shopping trolley on our house
I would like to see the authorities introducing laws (like in some parts of Spain) that if you are caught red handed at littering or urinating in public places you are immediately handed a shovel, brush, disenfectant and made clean up a public area 50 metres each side of where you polluted and you are supervised while doing it.
Its obvious, If they can put an underground security system in place whereby you cannot leave a supermarket with a trolley of goods that are not payed for without the wheels locking why dont they do the same for the boundary of the car park.
On a (slightly) related issue, a stationmaster at a rural railway station here in England has been sacked for removing an abandoned shopping trolley from the railway lines, on the grounds that he did not follow the Health & Safety procedures!
How does the scanger get onto your roof? Some scanger periodically abandons a shopping trolley on our house
