Semi State bodies to receive PS Pay Cut?

How can the Government treat a Semi State body the same as the PS?

Semi State bodies did not receive the benchmarking the PS did?

I work for a Semi-State. We are treated very much the same way as the public sector.
It seems to differ for each semi state. Its not as clear as you think.
