Driving mud bikes on grass verge

I live in a new estate. Across the road there is a grass verge surrounded by new trees. There are young kids driving mud bikes*on the grass and also people driving and parking jeeps there. With all the rain there are tracks through it and it looks bad. Is it illegal? I am only concerned about the look of the estate as a whole and do not want to see it dug up and muddy by this behaviour

They are designed for off-road use and without registration plates, insurance or tax it is illegal to use them on the road or in a public place. If the riders are underage their parents may be liable to prosecution.

Inform the Guards, council, management agant / management company as appropriate - any area raised from the roadway containing grass and trees is obviously not for parking or riding. Who pays to maintain these areas?

The riding does not happen very often they just pass by it from their house to an off road place but with the grass soaked there are tyre marks. The parking is not regular either but imagine driving a jeep across grass now

Who pays to maintain these areas?
The council I guess. The council cut the grass and recently planted new trees.
