If the revenue make an unannounced visit and a company director is not present, can they be turned away and asked come back when company director is present?

I believe that this would be more than ok.

Question:- is a Workplace insured by having Revenue arrive on-site unannounced ? Health & Safety concerns ?

Revenue are insured to enter any place (workplace) whatsoever in the normal course of their duty.

No - it's an on the spot visit which mainly will be taken up with asking employees how they're paid etc (as mentioned in the story).

Sounds very simular to the visits that the NERA currently conduct with regard to wages.

Of course revenue won't want the employer hovering around when they ask employees about payslips, deductions etc. No problem with that, its a given that the employer will let them go about this aspect of the inspection.

But when it comes to till reads, invoices, mark ups, supplier details, rent payments, surely the answers must come from the company directors?

Revenue will in the first instance ask for the owner(s), identify themselves then explain what they want. Where tills/suppliers etc. are involved Revenue will ask the owners however if there is someone other than the owners who handles ay part of those records then it would not be unreasonable to ask to speak with that person. Ultimately however it is the owner who is responsible for ensuring they have records which meet the requirements of the taxes acts.
