I burnt some photos on a CD on my laptop, running Windows Vista SP1.
I tested the CD on a Win XP, SP 3 and all was fine.

Sent the CD on to teh mother and her CD drive will not read the CD.
She is running Windows ME.

Any thoughts?

Its certainly a CD, not a DVD.
I have sent CD's to her that were burnt on XP and they were fine.

Am thinking there may be a Win ME / Vista compatability issue.

Any thoughts?

Yes it should.

Just make sure her CD will read CR-RWs. Some didn't back in those days.

You might also advise her to upgrade to a more secure operating system (and a newer PC) the longer she hangs on to ME the more incompatible apps she will come across such as IE7, the stats are that 25% of all computers connected to the Internet are part of spam botnets (source: Vint Cerf http://arstechnica.com/news.ars/post/20070125-8707.html)
