Can anybody tell me what effect on a car lease if the car is written off and the insurance company refuse to pay out
Am I liable to pay off the rest of the lease
 
Yes afaik. The debt isn't cancelled.

p.s. Why didn't insurer pay out?
 
It would be a condition of your lease agreement and your insurance policy to maintain the vehicle in a road-worthy condition.

Yes

There is a special type of insurance you can take out when buying or leasing new cars. It pays out the rest of the finance in the case of the car being written off.
