No between Georgia and South Ossetia which is still ostensibly part of the state of Georgia. That would make it a civil war as it is within the boundaries of a state. Russia, as a backer of the separatist movement in South Ossetia and with peacekeepers enforcing a 1990s peace agreement, has backed it's client. It remains to be seen who will back wannabe NATO member Georgia (the third biggest contributor to coalition forces in Iraq by troop numbers).
