planning question garage conversion

if you have got planning for a garage attached to your house, must you build the house first before you can convert it to a habitable room without reapplying for planning as it only 25 sq m.

Can you reapply to convert this to a habitable room and keep building?

Also can you build a garage at the same time as building a house? the garage will be under the sq m for planning

AFAIK, yes, as it is only a garage and therefore can not be lived in.

There is an exemption to convert garage to living space that seems to apply to your case.

What i want to do is convert the garage (25 sq m) attached to the house to a room and build a seperate garage (24 sq m), as i have started building i was wondering whats the best way to proceed. My understanding of planning if i reapply now for the change of garage to room would i have to cease block work on the house until a decision is made? or else option 2 is to keep building and once house is built, then convert garage to room, in which i don't need planning for.
Looking for options if any from above

The actual exemption of a garage conversion, or a garage built detached, is only to be considered exempt AFTER the existence of the primary structure.
Therefore if you convert before the house is finished then, strictly speaking, its not exempt. Also, if you build a garage at the same time, or even before, a dwelling, then it is not exempt either.

This also applies to exempted 'extensions'. The primary dwelling must existing in order to extend it.

This is something people planning such a move should consider.

However.....
It often happens that these type of alterations happen. They can then be 'signed off' at a later date, on agreement with a certifier. But people should realise that the council can take action and stop work on their own initiative or should they be informed by a member of the public.

AFAIK, no. You can work away on parts that are not being modified ( e.g. hosue) and permission seeked for (e.g. you have it already for the house, and there is no change there).

I think you can also work away on the block work for garage while seeking planning for conversion to living space if there is no external visible change (e.g. addition of a window).
If you are adding a window to garage for instance, you theorically can not do the block work incl. window until you have got permission.

But what you can do, is build the garage and include the window/lintel but block it out if you see what i mean. Border line and a bit dodgy IMO (and a gamble as they can ask you to move the window!) but that's how i proceeded in a particluar case as i did not want to be delayed. No complaint from officer when they came for site visit, though may be they did not see it..
 
thanks... i want to do it right as i do have a desperate neighbour who will complain at any chance!!!
