in media reports today about alleged will fraud it is stated that the two executors also signed as witnesses to the will. what is the significance of this as i understood that this is quite in order and that it was only beneficiaries who could not act as witnesses
 
Can you provide a link to the reports? Executors can act as witnesses to the will. If they or their spouses are beneficiaries under the will then the gift made to them will fail but their witnessing will be considered valid. Perhaps the issue s raised are to do with the perception of impartiality, or lack thereof.

Is the report saying that this was the fraudelent element or is it merely filling in the details of the case in question?
 
The above link explains that the will is alleged to be a forgery and that the witnesses/executors colluded to make it so, not that it was fraudulent because they both witnessed and executed the will. You can be witness adn executor in normal circumstances.
