Myself and the wife have a Debit card from our joint Halifax current account.

The following four items have been dedcuted from our account on the 31st Dec 07:

DEBIT CARD STAMP DUTY - POS - €5
DEBIT CARD STAMP DUTY - POS - €5
DEBIT CARD STAMP DUTY - ATM - €5
DEBIT CARD STAMP DUTY - ATM - €5

The Debit card can be used at an ATM and at a POS, but is the same card, so I would expect to be charged only once for each card.

Is this correct?

I'm pretty sure that this is correct - ATM and POS (e.g. Laser/debit card) facilities are subject to a separate SD charge of €5 each (was €10 each before Budget 2008).

Yes, this looks correct. It's confusing because they have separated the charge for the two different facilities.
Laser card charge should be €10 & a basic ATM card €5 per the recent budget.
