Buying a house (terraced with the bathroom in the middle between 2 bedrooms) ie. no windows as not on an outside wall. Does there need to be ventilation.

Yes.

Doesn't have to be windows, but some form of open ventilation grid or air extraction fan leading to the outside should be installed. The regulations are stated in Dept of Environment Building Regulations. Doc F.

There would be major problems with damp, rot, condensation and could be unsafe due to so much steam filling up the bathroom.

I would say yes definately. Even ignorning the regulations, We've a constant battle with damp, condensation with a interior bathroom with only an extrator van for ventilation.

YES! Get the appropriate capacity size fan. Find the cubic volumn (length x breadth x height). Then multiply the result by the number of air changes per hour (eight to ten). That gives you the capacity. So a bathroom that measures 8' x 8' x 8' (512 cu ft) and needing eight changes ph would need a fan with a capacity of 4096 cu ft. Err on the side of greatness if necessary.

YES! Lots and lots of ventilation. I would also say they should have some heating, even if it's only a heated towel rail. We have two ensuites in our house without heating, and while they are never too cold, there is a constant fight against mould.
