Seeking people having security problems with Chip and PIN

I wondered if anyone in Ireland has had any problems with the security of their credit card since the introduction of Chip and PIN - which was supposed to make credit card usage so much more secure... if so can you contact me and tell me what happened - ennisc@rte.ie
 
My friend received her NEW chip and pin laser card in the post on Monday last to replace her old laser card which required only a signature on transactions. Her house was broken into during the week and her card taken and used in Dublin the following morning. What I cannot understand (and I certainly intend to check it out with Permanent TSB as I also have a laser card with them) is how, given the SECURITY of the new cards which now require pin number, were they able to use her card. Granted she has been told by Permanent TSB that she will be refunded the amount however I am totally stumped as to how this could happen given the added security PTSB claim the new cards have.
 
Had she signed the new card or left it blank? Presumably the thief could use the card online using just the card number, expiry date and three digit validation code on the back?
 
As stated, if the card was left unsigned, then the thief could damage the chip and render it unreadable in payment machines forcing the sales assistant to ask for a signature instead.

Yeah card WAS signed on the back alright. We have since found out that the card was used to buy a monthly Luas ticket with Luas Transport via an automatic machine which obviously accepted the laser card without pin no. I know there were quite a number of complaints previously about Tesco because you could swipe you laser card to pay for groceries which necessitated neither a signature nor a pin number. I thought the added security of the chip and pin was that it would be more SECURE or was that very naive of me.
