What's a monitor with TV tuner?

No. It just means it doubles as a tv and pc monitor. (But not at one time, if I'm correct)
 
I have a Dell monitor that allows split screen T.V & P.C. at the same time, can't say I use the feature very often.
The ability to watch TV on the monitor is handy and saves space (rather that having 2 monitors)

it means that you can use the monitor to watch tv without the computer turned on you will have to plug in an aerial for the tv though. it might be possible to have both at the same time but not very likely check your manual if you dont have one check makers web site you may be able to down load one

Is it possible to add a TV tuner to a TFT monitor so that the monitor can be used to watch TV without the PC switched on?

Can it be added later in the way cards can be added to a PC?

Or is a TV tuner a feature that must already be with the monitor?

you can not watch tv form a pc card with the pc off as the pc processes the signal for the card and sends it to the monitor also with the pc off the card will have no power. It used to be possible to get a tuner box for monitors but have not seen any of these around for a long while (try a google search)
most tvs that can be used as monitors do not make good monitors especialy if you use them for photo work/viewing or video editing although there are monitors with turners built in the difference usually being monitors have better colour,controls and resolutions whilst the tvs would have better sound have less options for the monitor end of things
one other thing if you have windows vista and decide to get a tv card make sure that it has vista drivers these are programmes that controll the card and send data to the operating system

In the specifications it is listed as having a TV tuner. When I asked Dell if this television could be watched as a TV without the PC running I was informed the PC would have to be running in order to watch TV.

Why would this be since it has a TV tuner? I did point out that it has a TV tuner.

They also informed they do not have any TVs or minitors which can be used as a TV whilst the PC is not running.

I just checked this out it seems that the tv can be used with out the pc turned on I think dell must have misunderstood you any just type the model no of the tv into google and pick the result for amazon then click more information on this product
