unable to open some sites?

Hi a strange thing happened this week. My home pc won't let me open certain sites that I use regularly. Others open slowly but ok. My main worry is the bank site I use almost daily won't open at all. Its starts to open but doesn't progress. My Outlook Express jammed with incoming mails too and now just gives an error message. I have uptodate Norton and ran Microsoft Spyware too but no improvement. I also ran a few of the clean up pc links posted here but still no luck. Any ideas most welcome thanks!

But make sure whenever you access bank sites that the web address says https and not http

This has happened to me before. A simple reinstallation usually works for me.
that was when I used to use IE but now I use Opera and errors rarely occur
