Water level in WC bowl - lower than where it should be..

I just noticed that theres hardly any water in the bowl of the en-suite wc. Its a new house and the room/ensuite hasnt been used yet. I did have the plumbers back in to fix a leak from the pipework in the main bathroom. Perhaps it has something to do with this as it was definitely at the right level months ago when the house was signed over?

7. Toilet Bowl Water Level Drops

After you walk away from the toilet and the tank has filled, does the water level mysteriously drop? If so, two things can be wrong. The toilet may be partially clogged. The clog can actually cause a siphon and pull water from the bowl. The other possibility is more severe. There can actually be a crack or small defect in the colon of the toilet. This is the channel that water passes through to get to the drain pipe. A colon crack or defect means it is time for a new toilet.
 
If you pour water in without flushing it does it raise the level in the bowl. If it does then you have a problem with pipes. If the level stays the same then something else is wrong. With our new toilet the level is quite low and it is down to the design of the U bend at the back of it.
 
Must have been a blockage or something. A bit of flushing and it seems to have come right.
