What is this yoke the electrician put on the outside of my house?

We recently re wired. I had asked the electrician to leave us charge point ready, and/or ready for install of PV panels. He's left this on the front of the house. Wondering that this actually is. I know I'm totally thick not asking at the time....starting to think about electric car and maybe pv cells too, trying to understand what I have.

It is called and isolator, basically a heavy duty switch. It is likely that your electrician has wired a cable from the main switchboard in your house out into that switch. When you need to install a car charger it will just be a matter of connecting a cable into this switch from the charger and switching it on.
