A property goes sale agreed and the booking deposit is paid, subject to contract and title. However after a bit of research the buyer finds that a recent planning application has been permitted for a development in an adjacent area, Has the buyer legitimate cause to pull out of the agreement because only the booking deposit has been paid and contracts are not yet signed.

You can pull out without giving a reason... No contract signed = nothing binding.
