Stamp Duty on Unused Cheque book

The system changed a few years ago to a charge for each cheque presented,instead of a charge for each cheque printed.
You'd need to ask the bank are they duty paid.

Are you not charged Stamp Duty when a cheque book is issued to you not when the cheque is presented to the bank for payment?
 
I closed a BOI account last December and got refunded for the unused cheques.
 
I am also with the Ulster Bank and I have to say that I do not like their system at all. In my last monthly bank statement (May) I was charged stamp duty for two cheques. Just a €1 debit to my account. When I looked back over my previous bank statements I noted that the last single cheque I had written was in January and before that November. I also noticed that in February I was also charged 50c for a cheque.
It is impossible for me to tell what the €1 debit in June to my account relates to because they don't put any information, such as chq number, beside the debit. They should debit my account the 50c as each chq. is presented not months later.
I contacted the customer service department about this. I have never had a good experience with Ulster Bank's customer service department by the way. I asked them to find out what the €1 debit to my account was in May. I explained that I had not written any cheque since the previous January. They said they would look in to it and get back to me. Six weeks later and nothing....
