AFAIK, blue flag beaches have to have public toilets. Dollymount does, Portmarnock probably does too.

But they're often some distance from where you choose to base yourself on the beach. And they may be pay-per-use charge too.

And tides in Dublin, this week, are early morning / late evening, so getting to the water is also going to be some distance from where you choose to base yourself ;) !

Any of the blue flag beaches should have a number of toilets and other facilities. [broken link removed]

According to that link, there are no blue flag beaches in North Dublin .

My kids have been on and in the water off Dollymount for the the last 10 days, so I believe the water quality is good, if not blue flag quality.

That is correct TarfHead see the following http://www.independent.ie/irish-new...-tougher-tests-on-water-quality-29289692.html So in practical terms the beaches of Skerries South Beach, Donabate, the Brook Beach Portrane, the Velvet Strand Portmarnock are probably same as before including the toilets required of the OP but not rated as Blue Flag under the new regs.
As far as water quality your experience and the following publication http://ec.europa.eu/ireland/press_office/news_of_the_day/bathing-water-report-ireland_en.htm seems to suggest the waters are safe.

I used to take my children to the beach in Malahide - there were public toilets next to the car park.

This thread 'inspired' me to go for a dip off the shelters at the Bull Wall last night. 11yo daughter came too.

Lovely evening for it.
