Optimium time to close Credit credit thus avoid 2012 stamp duty?

Hi guys,
When is the optimum time to close Credit credit thus avoiding 2012 stamp duty? I though I heard last year that it was start of November but my bank advised end of March. I just don't want to be paying more stamp duty than I need to when there is an alternative system with lower stamp duty.

If you have a CC now then you will be charged the annual SD on it next April or when you cancel the card if you do so before then. If you want to avoid paying CC SD in future then just cancel the card before April 2012.

I presumed it was a typo for credit card.
