Why does RTE weather spend most of their time forcasting the rest of the world, and then give a brief forcast for Ireland
 
They don't.

The main weather reports after the 6pm and 9pm news bulletins focus on Ireland. I assume you're referring to the later one on RTE2 that normally isn't presented by a meteorologist.
 
I guess they have to use up a certain budget. I have seen their worldwide weather reports and it obviously could not be any less relevant to viewers in Ireland.

Yeah, but ..

"I'm off to Sydney in the morning. I must watch the late weather bulletin on RTE2 to see what the weather will be like while I'm on my way there".

Not so sure ..

I watch the weather forecast after the 9pm news most evenings and it is almost always completely about Ireland.

The only time what the rest of the world is mentioned is when there is a newsworthy event like a hurricane, or a major sorts event.
