'Unauthorised' car park and Dublin Corporation

Just wondering what people's thoughts are on the following:

There is a piece of NAMA-bound development land near my workplace which never got anything built on it. It's in a pretty central location in South Dublin. Anyway, whoever is in charge of it decided to open it up as a car park to people working and doing business in the area. As the was only a fraction of the €2.40 per hour that the coporation charge for on-street parking it proved very popular with people in the locality. You coud park there all day or per hour. It also generated full time employment for a very nice man from Poland.

As of this week, the car park has been closed down by the corporation because it is 'unauthorised'. Net result: commuters and shoppers have to go back to feeding meter €2.40 every hour (for 3 hours max) and another person loses their job.

I just find it staggering that the so-called authorites can swoop in and close an operation like this which actually helps people and the local economy. Is this just another example of our delinquency?
 
I have no problem with shutting it down if it is not run to code. How legitimate a business was this? Had it public liability?
Did you get hand written receipts? In short, did the taxman see any of the money?

I find it staggering that it was allowed operate for so long before it got closed down.
