windows security centre missing on laptop

Ok had problem with pop up ads, tried using firefox instead, then did a system restore. It is not as bad now but still happens. Whilst doing this I noticed that my wondows security centre was not turned on, tried to turn on and it won't, went looking for it in services and it is not there. Googling this it seems that i have been infected by malware that does registry damage. Possible solutions are to get a reg key from another win 7 computer which i don't know how to do or to reinstall the original system which I don't want to do unless I have to.

Anyone aware of any programme that will get rid of whatever malware is there. I use mocrosoft security essentials and antimalwarebytes which i regularly update and scan.

So you have malware that is not found by MSE and AMB?

Are you sure they update now because normally the malware either stops the upgrade or points the upgrade to a malicious site.

Have you tried updating windows as this usually suffers as well.

The system restore most lightly had the bug in it.
A reinstall may not work as it may be in the bios.

I had to create a bootable cd on another clean computer and using the old dos stuff like fdisk/debug/format.

If the problem is in the motherboard BIOS or worse the modern UEFI
