Why won't our solicitor tell us their fees in advance?

We've engaged a solicitor for the legals of remortgaging and purchasing a second property. Should we be able to work out in advance with them what they will charge? If it's a percentage are we entitled to know what it is?

Despite repeated attempts to clarify this, they still haven't told us. All they've said is it's based partly on a percentage (but not what percentage) and partly on "risk to them" (not explained despite requests). What risk?

Are we being fobbed off?

This sounds highly suspect. A solicitor has a legal obligation to give you the basis for his costs in writing before commencing work (a 'section 68 letter' is the term used, I think). It sounds like you are being fobbed off.
 
Yes - they should set out their professional and related fees and indicative figures for ancillary charges not necessarily under their control (e.g. stamp duties, search fees etc.). Put your request for an estimate to them in writing and see what happens. If they still refuse then consider switching to another more cooperative solicitor and/or reporting them to the Law Society.
 
Agree you are being fobbed off. Perhaps not malevolently but just because they are busy? In any case the law is clear and your solicitors should give you an estimate of the fees and charges applicable as soon as reasonably possible and you should insist on this.
