Am wondering if someone is registered for vat with a business and then they purchase something outside of business (e.g. for home), can they claim vat back on this purchase?

No. You may only deduct the VAT charged on goods and services which are used for the purposes of your taxable business.

Don't even try it.
If you have an audit this will be like a red rag to a bull when they spot it.
