Vacant Commercial Property - Not Likely to be commercial again

My elderly father has an recently vacated commercial property (Used to be a Butchers) in a rural town location. Unfortunately due to my fathers advancing years its not likely to rented out again. The Property used to be a residential building nearly 40 years ago, but was converted to a commercial premises in the mid 1980's, with planning permission. For the property to be deemed residential what is involved ? Is it a case of contacting the local authority and stating the property is no longer commercial and contacting the ESB & Irish water and letting them know its no longer a commercial property ? Or would you have to apply for change of use via planning?
 
Bringing Back Homes scheme - The property would need to have been vacant for 2 years to be able to avail of the exemption from planning under the Planning and Development (Amendment) (No.2) Regulations 2018.

As per jpd, planning permission would be required for a change of use from commercial to residential.
 
It is more than probable that building work will be required so that some planning application may be required in any case
