UB Bank draft proceedure

I have just been to my local UB (not branch where account is held) to get a bank draft for just over EUR1000. They advised me that they would need the okay from the account mgr in the "holding branch". I have sufficient funds (without going overdrawn) - is this standard proceedure? If so move to rant forum, as wife went to local BOI last week (non-a/c branch) - got BD for EUR6500 just with passport.

Surely the cashier could have telephoned the account holding branch to get clearance for the withdrawal - there and then - without asking you to come back?
 
Cashier rang to speak with a/c mgr, she was out, given a/c mgr mobile number, which rang out - advised that they'd keep trying to contact her. I transferred the money to my wife's BOI a/c who will get draft tomorrow in a BOI branch - not her own.

Any other UB customers experience this?
Is it SOP ?
 
Personal customers = managed by branch.

Commerical customers = managed by Commercial Manager

presume you fall into latter category.
CM should have an assistant to handle queries if unavailable.
