It's a really great idea which the Irish FSO could take up.

They also have a Technical Advice Desk which

is the ombudsman's information resource for businesses and consumer advisers. We can give an informal steer on how the ombudsman might approach a particular complaint - or answer more general questions about our rules and how we work.
 
It would certainly help them with their case load. If banks etc knew their likely rationale they might be more willing to resolve problems before they end up in FSO
