I invested in a Capital Investment Bond in 1984 from Standard Life. I payed about £3000. It is now valued about €23 000. How is this taxed? Is it capital gains or some other system?

You need to check whether it is a net or gross roll up fund. A fund that old may have had the tax deducted along the way and so you will get the full €23k. If it is gross roll up, you pay tax at 41% on the growth, €8,200, so you get back €14,800.
