state savings application enquiry

i intend to invest some money in the state savings certificate 5.5yrs, trying to organise a cheque, i printed off application form, if i already hold an state savings account do i need to produce proof of ppsn and photo id etc, or can i just post application form and cheque to NTMA with details of existing account and my ppsn number on the form? many thanks
 
I rang state savings, they said i had to produce pps info, household bill and passport or driving license even if i had an account, so spent half an hour in post office yesterday while an post person copied all my documents etc, eventually sorted, but not easy
