saw an article in the independent last december which said the law was being changed regarding rented houses, where the landlord will in future be responsible for exterior maintenance including painting, grass and hedge cutting, etc from sometime this year. Also that inspectors from local authorities, councils (i assume) will monitor this, and ensure compliance.
