Rent relief for non PAYE - 3 months only

A non-national friend just arrived to Ireland and will rent an apartment in Dublin for 3 months from Sunday , he is coming to Ireland to get trained in medical sector ( unpaid job ) for 3 months only , somehow he got a PPS number from previous visit .
The question here ; Is he entitled to apply for rent relief in this case ?
If yes , can he avail of full yearly relief or it is pro rata ?

He can apply, but since - as far as I recall - rent relief is provided as a tax credit, then he won't get anything since he won't have any income.
