prsi payments, where do i pay this

My wife set up here own business last March, and wants to pay her PRSI payments, later this year hopefully we will be having a baby, my Questions are 1) where does she make here PRSI payments?
2) will she be eligible for maternity benefit later this year?
3) also if the wife is out of work later this year can she claim back the tax she has paid to the taxman for last year
