An emergency medical card is available to anyone with a terminal illness. This is a full medical card. It is applied for through the local health office (Apply if you are refused through normal medial card application process). I believe it is now given for 1 year rather than 6 months. It will be approved within a day if scheme commitments are to be met and correct info provided.

It is mentioned here http://www.oireachtas.ie/parliament/media/committees/pac/correspondence/2012-meeting351904/[PAC-R-431]Correspondence-3.28---C.-Medical-Card-Briefing.pdf (Section 5)

There are a few other mentions if you google it.

It doesn't have to be a terminal illness; it's been available for quite some time on compassionate grounds if you don't qualify on income grounds.

Annoyingly they insist on putting you through the income assessment before submitting it to the CMO for review on the grounds of serious illness. So it can take a couple of months to come through.
