Wrong forum Lapsing Health Cover

A friend of mine is unemployed and cannot pay his Health Insurance Premiums.

He wrote to VHI to lapse the policy. They are looking for a €150 cancellation charge. He cant pay it. They have since wrote to him to advise that the cancellation charge has increased to €187.

If he is not entilted to any further benefit why would he pay this cancellation charge??

It is the government levy portion of his VHI policy. VHI have already paid that over and they are looking for him to now reimburse them.
