Is it safe to insulate central heating boiler

We have a Grant condensing boiler located in the garage. Since the big freeze started the boiler has been coming on every few minutes even though all heating zones in the house are switched off. I appreciate that this is the frost protection system cutting in but it seems to be coming on far too often and I dread to think of the amount of oil it's consuming. This also happened last year.

Would it help If I wrapped the boiler in insulation, or is there a chance that the boiler might overheat during the normal heating cycle?

any advice would be appreciated.
