Is it legal for someone to run car club to sell cars?

I just have one caveat:

Only the Gardai can take legal action against illegal moneylenders, but the National Consumer Agency can give the customer advice on whether the moneylender is trading illegally and how to proceed with your complaint.

Hence the NCA has no teeth: however if I lived in a small town, I would not report this bloke to the local Gardai: the pond is 2 small.

I would get in contact with Revenue and let them deal with it.

Lets just say that I know of one young mother who is finding it difficult to cope in the present climate and last week he showed up at her door and said that if he did not get his money he would have to repossess the car.
He does not sell to strangers in this way only to people he knows live in the town ..........

The young mother here cannot afford the car so she should get rid of it.

There is a reluctance nowadays for people to face reality and live within their means. They get used to a certain standard of living and cannot cope with changing circumstances.
 
I am not %100 sure but I dont think the log book ever has his name on it, its just transferred from one owner to the next...........

A dealer (or anyone buying or selling a car) is legally obliged to update the http://www.transport.ie/roads/motortax/?lang=ENG&loc=2468 (NVDF).
