I presume we count Nordies as foreigners for the purposes of these statistics. Of course we should also count Cork people but I think being from Cork is a protected characteristic.
It could be that the BBC figure doesn't include Ukrainian refugees, and possibly anyone here under a temporary protection order, and the Eurostat figure does.
I think this is likely the answer as Portugal eurostat figures have increased from 1.2m to 1.68m in the same period and they took in a lot of Ukrainian refugees.
