If one purchases an investment property in the UK and finances it through an Irish lender can one make their Tax Returns wrt Rental Income and Mortgage Interest Relief through the Irish Taxation System only. If the Financing was done through a UK Lender would that make a difference. Thanks in advance
 
It is where the income arises that counts - nothing to do with where the mortgage is.

Any income arising from a UK situs asset (and all UK property is situated in the UK) has to be declared to the UK authorities.

It also needs to be declared in Ireland (assuming the investor is Irish resident), and you will receive a tax credit against your Irish tax liability in respect of UK tax paid - up to the limit of the Irish tax due (this will not give rise to a refund of UK tax paid).
