insurance for open plot of land in town

Hi,

We are in the process of buying an open plot of land in the middle of a large town. There is no fencing on this plot of land. We are in the process of applying for planning permission on the site but this could take quite a while. Meanwhile, we do not want to upset the locals by erecting fencing around the site.

Arachas brokers say they cannot find an insurance company to insure this open piece of land for public liability. Is there an insurance company who will insure such a site as an open piece of land for public liability? Alternatively, is there an insurance broker who will insure such a site as an open plot of land for a certain period before we errect fencing?

If this is an open piece of land with no real dangers, ie open excavations or unoccupied buildings it should be possible to Insure for Public Liability. You are obliged to take all reasonable care to prevent accidents, it doesn't seem to be unreasonable that a fence would be erected. Most Insurers would most likely require this, and if you make a committment to put it up they should cover you until it is put up within a timeframe.

I think you will find all insurers will require the plot of land to be fenced off before providing Public Liability. Is this to reduce the risk of members of the public wandering on to your site especially when it's in the centre of town.
