PRSi cannnot be "claimed back". Why would you want to? It is a contribution towrds SW benefit entitlements and future state pension. If you pay the equivalent abroad in the EU (and other places) , you may be able to combine your Irish PRSi with that state's insurance contributions to get benefits.
