For 2009 it's standard rated at 20% so €5,000 x 20% = €1,000 assuming all is Med 1 qualifying work.
 
I think it depends where you go abroad to have work done.
I know if you go to Budapest in Hungary (memeber of the EU) you can claim tax back against the treatment expense.
Also by going there you will save yuorself a small fortune.
