constant heat pump pumping

Hi, Currently my heating system heats the rads upstairs first and when the temp in the tank builds up the pump comes on and heats downstairs. Now here's my question. If i was to leave the pump on constantly at say 10 degrees would it be bad for the pump and burn it out and receive only luke warm water the whole time? Or can i turn off or minimize the heat going upstairs and make the hot water heat the rads faster downstairs. Thanks
 
A lot depends on the type of boiler and heating system, you appear to describe a gravity system, if the return temperaure is too cold it will wreck your boiler, the pump will work fine so long as there is water in it, of course it is working harder circulating colder water which can also cool your cylinder. You might want to look at the possibility of having your heating system zoned.
