Condenser boiler on outside wall of house

Two questions:

Firstly, a plumber has told me that he would not place a new condensor boiler outside the house against the housewall that contains a few windows because of fumes. It would suit me if it could be placed here. Any ideas?

Secondly, how much should it cost to supply and install a new condensor boiler on a system with 15 radiators?

my new condensor boiler in outside my kitchen window
It cost €1149 & VAT for boiler & €3,200 for removing old indoor model, fitting controls etc

The flue from the boiler SHOULD be no closer to a window/door/vent opening than 1.8m,
because of the potential ingress of flue gas products.

In saying that, most to the manufacturers do now supply (at a cost) plume kits, which will allow the flue from the appliance to be 'piped' an extra few meters, in a lot of cases allowing the boiler to be sited where the customer wants it.
