Buying Annuity

Can anyone advise me on buying an annuity with my pension, I have paid in over 30,000. New Ireland Assurance are offering me 8000 to draw down and 75 euro per month. They say I cannot draw down the rest as I dont have an income of more than 12.7k I am 62.
