I signed up for BT Home Broadband a few months ago.
The salesperson quoted E20 per month, I asked if this was all I would have to pay. I was told yes, that was the price, billed every two months.

Well they messed up my first three bills, when i finally got that sorted out,
I now see my bills are for E45 every two months.

I rang BT Customer Care, waited the 40mins, to be informed I was being charged E5.00 for an invoice to be posted to me every two months.
no mention of this from the salesperson when i bought the service.

Where can i go to complain about this as BT dont want to know about it.

you have to complain to BT Ireland first and get a reference number for your complaint.

Once this process has been exhausted, you make a complaint to comreg

Comreg will not entertain you until you have gone through the complaint procedure with BT
 
The €19.99/month is for the first three months only. You may have grounds for a complaint against the salesperson, if you can prove they told you otherwise(?), but as it's clearly stated in the written T&Cs — which I presume you read? — I doubt you'll get a refund/credit.
