Has anyone come across this where the loading is applied based on the height and weight of a person and no consideration is given to whether the weight is based on a sedentry life style or muscle as a result of involvement in sport.
no...plus the I in BMI is Index...It's widely recognised that it has limitations, I would be surprised if significant weighting was applied to the results without taking into account other factors as you have highlighted.
