Motor Aviva - wont provide NCB protection less than 5yrs claim-free?

Spouse only has 3yrs NCB. Aviva (current insurer) say they won't offer No claims bonus protection or step back protection if it is less than 5yrs since last claim. I can't find where it says this anywhere in doc. However www.123.ie do offer this.

Quotes are:

431 - Aviva (existing customer quote haggled down from 463)
369 - Aviva (online quote 'new business'!)
404 - www.123.ie (but includes full no claims protection on 30% NCB)

I guess the Protected no claims bonus is worth the extra few bob. But it means myself and spouse insured with different companies.

Aviva are going to the dogs.

There was an article in the [broken link removed]during the week whereby if you use their online car quote and specify 'Other' as your current insurer, your quote will be significantly cheaper than if you put in Aviva as your insurer.

I tried it myself and my quote went down from €453 to €345!!!

There needs to be some regulation in the area of NCB protection. There should be some degree of standardisation between companies - as one company doesn't recognise the protected ncb provided by another company - meaning it's anti-competitive - and impossible to get realistic quotations.
