Do you mean what portion of the cost of buying an apartment relates to the price the builder might have paid for the land versus the build costs? If so, that will vary so much that a general rule would be meaningless.
When you lease an apartment, you are only leasing what's within the unit, so internal plaster, flooring and ceiling and all they encompass. You do not get any rights to the external walls, let alone any portion of ground.
