Agricultural entrance

This is my first time posting so hopefully I'm in the right forum! I have recently inherited a small sum of money and want to buy a small piece of land (approx 5 -6 acres), I will mainly use it for grazing and will never want to build on it as I have my own house. The problem is that the land that I am looking to buy is without an entrance however it has extensive road frontage. I have telephoned the county council and have been advised that I probably wont get permission for an agri entrance because it wouldnt be seen as a farm as it is not enough land and they are of the view that I may seek planning permission down the line for a house and therefore it would be in their best interest not to give approval for an agri entrance.

This seems very unfair to me as I genuinely have no intention of building and even if I did I would have to apply for planning permission and they could refuse me then?

I would be grateful of your thoughts/ideas how to gain it.
